William H. Stoller

Co-Founder, CEO, and Chairman

William H. (Bill) Stoller is Founder, CEO and Chairman of the Board of Express Employment Professionals, a privately-held, leading staffing provider in the United States, Canada and South Africa. Founded in 1983, Express annually employs over 552,000 people across more than 825 franchise locations worldwide.

Additionally, Stoller is president of The Stoller Group, owning 27 franchises mostly in Oregon, Washington and Arizona, and owns Xenium HR, a professional employer organization. Bill is also the Founder of Stoller Family Estate in Dayton, Oregon, a vineyard and winery located on nearly 400 acres in the heart of Oregon’s Willamette Valley which produces primarily pinot noir and chardonnay wines. He also owns Chehalem winery in Newberg.

Stoller graduated from Pacific University in Forest Grove, Oregon with a bachelor’s degree in business and economics, and obtained a master’s degree from Portland State University in business administration. Prior to co-founding Express, Stoller began his career with Acme Personnel Services in 1973 as a consultant trainee and subsequently held positions as branch manager, group manager, district manager and regional manager for Oregon and Utah.

Julie Tate

Operating Partner and Franchise Developer

As the Operating Partner and Franchise Developer for Express Healthcare Professionals, Mrs. Tate offers more than 25 years of combined healthcare and professional staffing to the Express organization. During her 25 year career she has made a significant impact in the financial and operational accomplishments of the organizations she’s worked for ranging from selling and implementing multi-million dollar onsite staffing relationships with large, multi-location hospital systems, to operationally stabilizing offices and increasing profitability. Tate joined Express Employment Professionals in 2012 after spending almost ten years at Medical Staffing Network, where she was the Sr. Vice President of the West region and managed all local branch operations and Managed Service Provider (MSP)partnerships for the west third of the United States. Additionally, Tate created and managed MSN’s national after hours call center which supported clients and employees with staffing needs after normal office business hours. Prior to her role at MSN, she worked for InteliStaf Healthcare as their Dir. of Operations and Dir. Of Marketing. While at InteliStaf she successfully sold the first healthcare MSP in the northwest and implemented their onsite program prior to leaving and joining MSN.

Brad Tate

Partner and Business Developer

Brad Tate joined Express Healthcare in June, 2018 as their Partner and Business Developer. Brad joins Express with over 20 years of healthcare experience. Prior to joining Express he spent 13 years as a Location Manager for several of the Kaiser Permanente Optical clinics in Oregon. Before joining Kaiser, Brad managed the 4th largest Lenscrafters on the west coast. He grew up in Oregon City where his grandparents instilled in him a very strong work ethic and to lead by example. Currently, Brad lives in Wilsonville, OR. He is a proud member of the Opticians Association of America and if Brad isn’t spending time with his family, he may also be playing soccer, a hobby that has taught him valuable life lessons, and that he has enjoyed since he was 4 years old.

As our Partner and Business Developer, Brad will continue to develop relationships with our current and prospective clients and our clinical staff.

Nina Cisneros

Partner and Director of Recruitment and Credentialing

With over 15 years of healthcare staffing and recruiting experience, Nina Cisneros leads the daily staffing and recruitment functions for Express Healthcare Professionals. Cisneros broad and unique skill set provides an opportunity for both clients and associates of Express Healthcare Professionals to work with an understanding, competent healthcare professional. Prior to joining Express, Cisneros has worked on large recruitment projects and most recently successfully recruited and placed RN’s for the new Kaiser Westside Medical Center location as well as for Oregon Health and Sciences University. During her tenure at Medical Staffing Network she gradually increased responsibility and launched several successful new business initiatives. After joining MSN and rapidly growing their Travel Nurse program, she assisted in the sales, implementation and management of a large MSP relationship in Oregon with a multi-site Acute Care system. She also managed daily operations as the Branch Manager of their Oregon location.
